Caribbean countries focus on building national cultures of community disaster resilience, a necessity when islands are located in the path of regularly occurring natural phenomena like hurricanes.

Recovery and reconstruction are part of the disaster mitigation and risk management process. Planned recovery considers immediate needs, and short- and long-term efforts. Immediate efforts take care of basics: water, food, shelter, security and health care. When these needs are met, the community can restore infrastructure, business and schools.
