National Hurricane Plan
The plan is drawn up by the National Hurricane Committee to ensure that:
- Precautions are taken in advance to protect against the risk of injury to people and the loss of or damage to property during a hurricane.
- Operational response following an event is based on a continuous flow of accurate information, which will allow the NHC to evaluate conditions and prioritise the deployment of personnel, equipment and relief resources.
- Damage assessment and recovery measures are incorporated to provide for the timely, efficient transition from response to post-hurricane recovery operations.
Part 1, referred to as the Main Plan, provides introductory information; establishes the authority to implement the procedures for emergency response; and defines the roles and responsibilities of Government personnel. The Main Plan provides the general framework for the NHC’s procedures.
The National Hurricane Committee pursues its mission through the work of almost 20 sub-Committees, each charged with a distinct role and having a plan for fulfilling that role. Part 2 (made up of Sections 1 through 17) contains these sub-Committee plans, specifying the actions required leading up to, during and after the impact of a severe weather system, and providing the protocols to ensure these tasks are carried out in a timely manner during stressful and complex conditions.
